Education and Qualifications

I was born in Redding and attended St. Joseph’s Elementary School and Shasta High School before earning a degree in Public Administration from the University of San Francisco.

I was elected to the Redding City Council in April 1992, serving as Mayor in 1995-96 and 1998. Subsequently, I was elected to the Shasta County Board of Supervisors. During my tenure in public office, I have been a strong advocate for fiscal and management accountability, reliable public services, open government, responsible growth, increased economic development, expanded city-county cooperation and responsive leadership that is decisive and trustworthy.

Listening to citizens in a respectful fashion and providing protection and services that residents need is of paramount importance to me. Yet, these community needs must be balanced against the ability and capacity of the citizens to pay for them. I am not supportive of an approach to government that places unfair or unnecessary financial burden on local taxpayers. Government must learn to live within its means.

As your supervisor, I will continue to emphasize community involvement and expect state-of-the-art approaches to the delivery of public services. I will work diligently to provide the leadership necessary for cohesive, effective and efficient county government.

Platform

The following elements which depict a healthy legislative environment and disposition have served me well in public life. They reflect my deep-seated respect for members of the community and my ongoing quest for the attainment of the public good. For, when we, as elected representatives, become too far removed or isolated from community members, it tends to create uncertainty, ambiguity and suspicion — resulting, if you will, in a serious crisis of confidence.
